BIDS PLACED ARE BINDING AND CONSTITUTE A FORMAL COMMITMENT TO PURCHASE. IF THE AWARD TO THE HIGHEST BIDDER SHOULD FALL THROUGH, IT WILL BE AWARDED TO THE NEXT HIGHEST BIDDER.
